    Large Cap Magazine Permit and Rebuild Kits

    Does an 01 FFL with a LCM Permit need to be an 07 FFL in order to break them down and sell them as rebuild kits?

      Nope. An 07 is only required to manufacture or modify firearms prior to sale, not mags.
