    Buying C&R longgun from Turners

    I went to Turners to buy a mosin for my son(as a together project, he is an adult) They told my wife that if I brought in a C&R license and proof that I lived at that address they would allow me to go home with it. She spent almost 2hrs the day before checking this out over the phone. So, we left the family business and drove down to Turners in West Covina.

    Ruel helped us, he said it had been a while since he sold over the counter, so he had to check. He brought us back some BS that was cut and pasted together saying that I needed a C.O.E as well as a C&R in order to take the rifle home that day.

    Did some law change? My wife called the corporate offices to complain and was told that these are the LAWS they have to go by set by the DOJ. This is just BS, I am sure. at least anyone at Big 5 will tell you it is company policy in Ca, not the law.

    I wish I could sue the bas.....ds. This ruined a late present idea(one that she had to think about until it was too late). We have many other things to do than wait on the phone and then wait for some yo yo(yes, that is you, Ruel), to make up bs laws.

    I'm pretty sure a 03FFL AND a COE are required to bypass the 10 day wait for purchases from an 01FFL

      Sorry, they were right. You must have 03 FFL and COE in order to skip the 10 day wait.
      www.tenpercentfirearms.com was open from 2005 until 2018. I now own Westside Arms.

          12078(t)(1) The waiting period described in Sections 12071 or 12072 shall not apply to the sale, delivery, loan, or transfer of a firearm that is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations, or its successor, by a dealer to a person who is licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto who has a current certificate of eligibility issued to him or her by the Department of Justice pursuant to Section 12071. On the date that the delivery, sale, or transfer is made, the dealer delivering the firearm shall transmit to the Department of Justice an electronic or telephonic report of the transaction as is indicated in subdivision (b) or (c) of Section 12077.

            I feel your pain.

            We're doing something similar, buying a Mosin 91/30 for one of my boys, but since we were too late to take possession of the gun before Xmas I'm just going to wrap up & give my 91/30 to him and I'll keep the one from Turners when the 10 days are up.

                I have an FFL 3 and get all my C&R long guns from auctionarms.com. I just bought my boy a mosin and myself and SKS and shipped to my front door!!!

                  what if it is bought from lets say a member from here, is there still a 10 wait/ffl transfer?
                  I was looking at 1 but wanted to be sure before I bought it

                      03+COE = No 10 day wait for any C&R purchase.

                      If you have only the 03, then you have a 10 day wait on any firearm purchased from or transferred through an 01.

                        Private party purchase is less restrictive than buying form a dealer in the same state which makes no sense but we do live in Cali so nothing makes sense here. This why I got my FFL 03 and buy all my stuff out of state including C & R handguns with no waiting period if purchased out of state just mail in the DOJ reg with $19. I am getting my COE soon for when I buy at gun shows though.

                          The bottom line is if you purchase a 50+ years old C&R long gun (that has not been modified from its original C&R configuration) from a private party in CA, and you are allowed to own firearms then it's a cash and carry transaction, meaning no DROS or FFL dealer required.

                            Remember that as a C&R FFL you can't transfer a C&R long gun to anybody under the age of 18.

                              Ruel was right and am sure the Document he provided was not cut and paste. Ruel and the other employees there are extremely thorough. A Lot of people think the Westco store takes to long, but they have to have another person check their work. I love that store and stop by a lot to just shoot the breeze. I think the top 2 Turners are Chino hills because of size, and West Covina due to customer service.
