It is not about the law being applied inconsistently, it is about FFLs not following the law. Are you seriously suggesting that a FFL should violate the law because another FFL does? This is nothing new. I am not sure of when it took effect, but it mentions a change of 1999 with regards to sales tax on the DROS, so it is a minimum of 11 years ago, most likely much longer than that.
I keep a copy of the BOE information on this to show people.
It would be helpful if the government made a master FAQ, much like what is here, so that everyone can look in one easy place, but the problem is that it is not really practical to do this for every business.
Ok, just how are you going to do that? Use the date of 01-Jan-1999, which is the updated date listed in the BOE about this issue.
The PPT is already standardized. Some FFLs still violate the law, so unless the customers do something, they won't get educated and you only have yourself to blame.
What standardization do you claim should occur with respect to PPTs?

Ideally, if all FFLs decided to follow a uniform procedure starting on a given date (i.e. Jan 1) then everyone would get the same message and there would be less drama.
Maybe the new Calguns FFL thingy will facilitate this? I'd love it if they standardized the PPT process.
