With the new BATFE requirements on reporting sales in border states of more than one semi auto rifle, does this also include stripped loer receivers? As a stripped lower, they are not technically a rifle with a detachable magazine until they are built. Do we report these as if they were completed rifles?

It is a receiver, not a rifle, so I would say that it would not have to be reported, but you could contact the BATF and see what they have to say. It is not even semi-auto either.Kemasa.

CA only has a concept of handgun and long gun. The reporting is a Federal thing, so what CA thinks does not matter.Kemasa.

In Virginia, "assault weapon" purchases require a proof of citizenship, but stripped lowers do not. I would not report multiple lower sales, but I also won't bail you out of jail.Never initiate force against another. That should be the underlying principle of your life. I know of a dealer that considers them to not be long guns and won't report them.With all this "gun control" talk, I've not heard one politician say how they plan on taking guns from criminals, just law abiding Citizens.

I asked a BATFE agent this exact question. He said since they are receivers only they did not qualify as semi-auto long guns they did not need to be reported as multiple sales.Poke'm with a stick!
