    Private Transfer from out of state

    I'm a new FFL and a customer had a handgun mailed from his father-in-law in Texas to be transferred to the military son-in-law in CA. Do I conduct a Dealer Sale on the DROS? Private Party asks me for CA ID from the seller. Your help is appreciated.

    A PPT is only when both buyer and seller goes to the FFL, so this would be a dealer sale and would be subject to the certified list since in-laws don't count for an intrafamilial transfer.
