    Need help for non-resident PPT

    First off if this has been addressed or I've posted in the wrong area please excuse me and point me in the right direction as I've searched the forum (as well as countless other sites) but haven't had any luck on the matter.

    I am trying to find someone with knowledge about how to properly conduct a PPT between two non-residents, I've gone as far as e-mailing the BATFE but that was about 3 months ago and still have had no response.

    The situation is I am a Texas resident stationed here in California on active duty military orders and I'm wanting to sell a shotgun to a friend of mine who is a Wisconsin resident also stationed here. There is nothing special about the shotgun, it is a Remington 870 12 gauge pump that I purchased myself new in Texas. Is there anything special we need to do/not do, or would we be required to go through an FFL and conduct the PPT as if we were California residents? We have both purchased firearms here in California and know the requirements to DROS them but are both newbies when it comes to a PPT here. If we were both Wisconsin or both Texas residents it would be a simple trade off with an optional bill of sale and not require a DROS so this is where we are getting confused. One would think since the states we are residents of have similar laws it could be conducted the same way but we do not wanna take the chance and possibly screw ourselves for a simple misunderstanding. Any help on this matter would be greatly appreciated and thank you in advance for your time and comments.

    Are you both on PCS orders to CA?

    If 'yes', BATF says you are CA residents for gun purposes. That says go to a CA FFL and do the PPT, 10-day wait, DROS etc.

      Thank you for your quick response, yes we are both here on PCS orders. I guess now it's time to locate an FFL to handle the transfer, again thank you for your help.

        My two Coast Guard buddies did a transaction at an FFL. They needed their State ID cards, Military ID cards, Orders, an HSC card (Pistol Transaction), and second form of residency (Utility bill, etc...)

          I appreciate your input and I have DROS'd a pistol here, I wasn't required to have an HSC card, said active duty military and/or LEO service was sufficient. As far as secondary proof of residence my car is registered here in CA and that did the trick.

            Your military ID card exempts you from the HSC card requirements, so long as it is not expired.
