Shipping a Ptr or sar8 springfield

Can the upper and lower be speedster and shipped seperately to an Ffl to be transferred or does the complete rifle have to be sent.

I know either way a bullet button has to be installed.

My question is can the upper which is serialized be sent to a ffl and transferred as a frame.
