Interfamily transfer state to state

I read a bunch of threads to try and answer this first.

Mom in state A wants to send daughter in state B a old .22 rifle.

None of this in California.

Would this have to go through a FFL? I believe so, but want to confirm this before I give that advice.

All firearms that cross state lines need to go to an FFL unless you are shipping a firearm to yourself.

It is Federal law and and is listed in the BATF FAQ:

Also, there is no intrafamilial exemption under Federal law, so your transfer is the same as if it were between two unrelated people. CA has exemptions for the certified list, even if the person is out of state.
