New FFL and lost with dros

Hello

I am a brand new FFL and just recived my CFD number. Anyone out in kalifornia have any cheat sheets ect. for DROS? I am confused on when/when not to submit. Example, New inventory from a out of state vender or when I take a firearm on consigment. I am a SMALL storefront way up in the northern part of the state.

If anyone has the time maybe I could shoot some questions via email?

Anytime a gun leaves your inventory and goes to a consumer, DROS it.

When guns come into your inventory, no DROS is required. You only DROS guns that go to customers as it is their information you put into the DROS.

In addition to the above:

If you take a firearm in, you need to deal with the FDAS and the secondhand dealer, as well as having the required permits.

Is the FDAS needed for consignments? I thought that was only when you purchased a used gun. I wasn't required by my city to get a secondhand dealer's permit for consignments.

Doesn't that only apply if I am a secondhand dealer or pawnbroker which I am not and does not sound like OP is? (emphasis added by me)

Yes, it "only" applies if you are a secondhand dealer, but if you take in firearms on consignments, you are a secondhand dealer, so it applies, as well as if you buy a firearm for your business, so you need to have all the required permits and use the system.

Q. Who is required to obtain a state secondhand dealer license?
A. Pursuant to Business & Professions Code section 21626, a secondhand dealer is any person whose business includes buying, selling, taking in trade, taking in pawn, taking on consignment, accepting for auction, or auctioning secondhand personal property. A secondhand dealer must be licensed pursuant to Business & Professions Code section 21641, which requires dealers to obtain the license from the LEA that has jurisdiction over the dealers’ place of business.

I did read about the used portion of the laws and have my secondhand license and FDAS access. I just cant seem to find written information about when to DROS and when not. I gather when I take a firearm in I enter it into my bound book then,

Sell it (dros to customer)
Buy used from customer (?no Dros?) but bound book it
Consignment (bound book it; Then Dros to buyer/owner if he wants it back)

Sound about the way it works?

As stated before, you submit a DROS when you transfer a firearm to a non-licensed person. You update your bound book whenever you acquired or dispose of a firearm. Yes, you need to submit the DROS when a firearm is returned from a consignment.
