Many people who collect stuff ( stamps , coins , knives, gas cars, bikes etc) ,are involved in constant buying , selling, trading etc.

Gun collectors, or just people who are into guns are the same way. Buy , sell , trade, buy at the auction , gun show.

So what does "DEALING IN GUNS" mean?

However, the term does not include a person who makes occasional sales, exchanges, or purchases of firearms for the enhancement of a personal collection or for a hobby, or who sells all or part of his personal collection of firearms.
