DOJ approval time?

Does the DOJ inform the FFL of the buyer's ability to complete the firearm transaction that day, or does it happen later, anytime before the 10 days are up? What's the average time before the ffl gets a thumb up or down?

The DOJ doesn't notify dealers of anything other than problems...delays, denials, etc.

If the dealer doesn't hear anything by the end of the ten 24 hour periods the firearm can be released.

Thumbs down can happen anytime during (and after, I'm told) the cooling off period.
