Can I hava c&R rifle shipped to me,from a CA reisdent to a CA. resident without a C&R lic.?

If the C&R rifle is also over 50 years of age and you are at least 18 years old then it is perfectly legal. Most sellers are hesitant to ship this way because they don't have an easy way to verify that the buyer is who he says he is. It's too easy to Photoshop a copy of a Driver's License to change the age. When shipping to a C&R FFL you can verify their name and address with ATF.

Not flaming but I understood you cold only verify 01 FFLs on ATF web site not 03's. Is this new?

You have to call the e z check phone number to verify Type 03 FFL's. You can't do it over the web site.
