I've never heard USPS considered as either. I looked in the DMM and see no requirement on shipping services or additional services. It only lists who may ship firearms and under what circumstances.

So, yes, the USPS is a common carrier as it provides transport to the public. Federal Law requires the signature.

18 USC 922(f)(2) It shall be unlawful for any common or contract carrier to deliver in interstate or foreign commerce any firearm without obtaining written acknowledgement of receipt from the recipient of the package or other container in which there is a firearm.
