If you want to take advantage of California "private party transfer" law then you need to have either a California Drivers License or a California ID card from the Department of Motor Vehicles. This will allow you to transfer the rifle to another California resident at a California licensed dealer for a set fee of $35.

Without a California DL or ID you can still do the transfer, but the dealer is free to charge you whatever he wants, usually anywhere from $50 to $200.

If the rifle is over 50 years old then California law allows you to transfer it without going through a California dealer. If you are maintaining a home within California at the time then Federal law allows this kind of transfer as well if the other party is also a California resident.
