    Intrafamilial Transfers

    I want give each one of my children a rifle and a handgun. Two of them live in California. Another lives out-of-state. They are all proficient with firearms and one of them has completed the four day Fronsite handgun course. What is the procedure...do I have to go thru an FFL dealer...will a notarized letter from me addressed to them with appropriate firearm information suffice..are there already special forms to deal with this type of issue? Appreciate any info and/or guidance. thanks.

    For the children in California, you may just gift them the firearms directly, assuming they are not prohibited. They will need a Handgun Safety Cert to legally receive the handguns.

    For the out of state kid, they will have to be transferred through an FFL in their state of residence.

      In state, they will need a Handgun Safety Certificate and follow the directions on this form. http://ag.ca.gov/firearms/forms/pdf/oplaw.pdf

      As EBR Works stated, out of state needs to go through a FFL in their state.
