Question on Dealer buying guns for self

A couple of questions on a CA Dealer buying guns for himself.

The first is on buying a long gun. Is all that is needed is to do a private party transfer, and then log it into and out of the bound FFL log book. The seller is a non-lincesee.

The second question is on buying a handgun out of state from an auction house. Can a dealer buy a handgun that's not on the approved rooster list. It's my understanding that a dealer can sell a handgun that's not on the approved list to certain individuals like to law enforcement personnel. With that being said could a Dealer bring into the state a non approved handgun and put it into his inventory waiting for an approved individual to purchase it.

If you are buying the long gun for yourself, you would not do a PPT, you would just give the person a receipt for the purchase, log it into your bound book, then log it out to yourself for your personal collection. If you don't fill out a 4473, not required, you will have to run it through your bound book if you sell it within a year.

Yes, a dealer can buy a handgun which is not on the certified list and either sell it out of state or to someone who is exempt. If it is a used firearm, you would most likely need to be a secondhand dealer (some locations require a permit, others don't, but there is the FDAS to report buying a used firearm). If you buy it for yourself, then you would just transfer it and would not need to be a secondhand dealer. If the firearm is not on the certified list, you can transfer it though.
