    4473, C&R FFL and COE

    A question, if you have a customer who is buying a C&R firearm and who has a C&R FFL, as well as a CA DOJ COE, do you have them fill out a 4473?

    They still have to DROS, so anything I DROS, I 4473.

      Nope. No 4473 needed as they are a licensed individual. Just the DROS.

        Had one today. Had them do a 4473 anyway just to be certain. I recall that when I used to present my 03/COE, my local FFL would have me do a 4473 as well.

          Not required, but we make them go through the same process as everyone for continuity's sake. The fewer curveballs in the process reduces the possibility for error.

            I wanted to see what others were doing, to see if I was the only one making the mistake. I had people fill out the 4473 as I had never really thought about it. The DROS is a state thing and it is actually a licensee to licensee transaction. I figured that if a DROS was submitted, then a 4473 should be filled out. Part of learning something new everyday :-).

            I was also told to not have the person fill out the 4473 because if you do, then you can be written up for any errors on it, even though it is not required. The less 4473s, the fewer mistakes you might make. So, due to this, I don't intend to have such people fill out a 4473 anymore.
