I just noticed this morning that my auto registration expires today and I received no renewal notice. I have read that DMV will not be renewing auto registrations for a few months and LE has been instructed not to ticket for expired tags. I also have a client that has an expired DL and DMV told him that there will be a delay in obtaining a new permanent DL. What are we to do as FFLs if a client has one of these expired documents and cannot furnish other ID/POR? I can foresee pissed off clients that cannot take delivery of their firearms due to California's incompetent handling of their budget. Thoughts?

It's not as bad as the license debacle...there are alternate methods to prove residency...auto registration is just the easiest.
People will just have to find another means to verify residency...a DMV printout will work...and you can get them at AAA in less than ten minutes in most cases.Comment

Some people may only have the car registration. And I just like the idea of CA being sued for its incompetence and ridiculous demands. They want to play their little registration and paperwork games? For customers that tell me this I tell them the following:
A) Assuming Handgun and DL is not expired and good address
I tell them to get me a copy of a rental / lease agreement for where they live. If they don't currently have a lease agreement (say living with family or friends) I tell them to write one up. Numbers don't matter just the dates showing when it was effective (should be in past 30 days) and that it is signed by customer and "landlord" whoever that 2nd party is. DOJ uses this as basically a 2nd person verifying residency on paper
B) Assuming Handgun OR LongGun OR Other and DL is wrong address
I tell them to correct address for their DL and get Driving History report from DMV or AAA. This will show new address. It doesn't have correct dates on it so this document is only good for fedz. I then tell them to get lease agreement as in A) to satisfy DOJUG Imports - Fremont, CA FFL - Transfers, New Gun Sales

The DMV has started shipping registration renewals back on the normal schedule. They delayed sending July/August/September until the budget was resolved so they would know how much to charge.
My July 24th renewal I received yesterday in the mail, so they are starting to ship them again. (They were going to wait until the due date to ship the renewal notice if the budget wasn't settled, and institute a 30 day grace period.)
If someone is in a hurry to get their renewal they can process it in person at the DMV or AAA.Comment

Note that this will only work for federal proof of residency when your DL does not match. This will not satisfy the state requirement for handgun purchases because it does not have an expiration date.
Dealers, it is important to know that the CA DOJ doesn't care about all of this state charlie foxtrot (google it). You must get the proper documents with the proper dates or you should not be releasing firearms. They will hammer you on an audit.
The interesting thing is the DMV is flagging who has hard copy licenses and who is on a paper temporary. I had two customers get denied because we failed to notice their DL was expired. However, they had valid DLs, they were just paper copies (of course they didn't show us them or we would have said no). The CA DOJ still denied them even they they had valid licenses.
