It is a COE, not CEO :-).
Personally, I think it is a good idea for the FFL to require it since then it assures, as best you can, that the person is eligible to have a firearm and the COE will be revoked if something happens and the FFL should be notified, if the following form is submitted:

As kemasa said, it's probably a good idea for the FFL to require it. A COE basically is just a paper statement saying there is nothing that would prevent the person from getting a firearm. The employee can add the COE number on the DROS forms they fill out as well.
If an employee is looking to get a COE, they should talk to the business owner...they'll more than likely pay for it (it's a write-off).Comment
