I've heard from two different folks now that the DOJ will provide a computer to FFLs that do a minimum amount of DROS' per year. Does anyone know if this is true, or know the details on this?

No. When they first switched over to computer DROS, they handed out computers. They no longer do this. You must provide your own computer.www.tenpercentfirearms.com was open from 2005 until 2018. I now own Westside Arms. -

When they first switched over, you had to have had a specific volume in order to qualify for a "free" computer. For whatever reason, there was not a large demand for the computers, perhaps because places already had a computer and did not need an additional one, so then they opened it up to any dealer, regardless of volume. They also provided the card reader for free. That program has ended and now you have to buy your own computer and buy the card reader. The FAQ says that it costs $95, but I have heard others say that other readers work and are cheaper. If I recall correctly, the original program was when you had to call a special number instead of using the Internet.
If you look closely at your statement, you will see that you have to already be a dealer in order to have a specific volume, which means that you already have to have a computer and have been a dealer. This shows that it is the old statement during the change from using the phone to enter the DROS to using a computer.
I still have that computer, but it is a basically a paperweight now. I never used the printer or the monitor as I had a better monitor and better printer. Now, I have a fast enough machine to run Windoze as a virtual machine as my machine is a Linux box, but the DROS system requires IE ActiveX, which should not be allowed, but that is the way it is.Kemasa.
