    Purchasing handguns in advance of "rostering"?

    Could an 07 FFL purchase a newly issued (introductory year of a new model) but not-yet-rostered handgun, place it in his safe, then rotate it into his retail inventory when the handgun did make it onto the roster? Or must FFL's wait like the rest of us, and only buy from their distributors after the handgun has been rostered?

    It depends on whether or not the distributor is willing to ship it to CA. But it is perfectly legal. LEOs are exempt from the restrictions of the Roster of Handguns Certified for Sale, so it would be legal for an FFL to transfer the gun to an exempt individual, regardless of it's roster status.

        I guess I don't see acquiring inventory and holding on to it without being able to sell it. If they had no plans on selling to a roster exempt person, then that's ok, but stocking products without the intent of making a sale in the immediate future doesn't make sense.

          Any CA FFL can buy off roster handguns at any time. They cannot transfer them into their personal inventory unless they have an exemption (law enforcement or intrafamilial transfer).

          So I could have non-rostered handguns in the case with "LEO Only" signs on them and as soon as they got rostered, take the signs off.

            It is also possible for a FFL to purchase off-roster firearms and sell them to people out of CA.
