No need to "register" the new handgun if you don't wish to. You can file a NLIP form to let DOJ know you no longer have the original firearm. If you wish to register your firearm with DOJ, then yes, you may fill out a Firearm Ownership Record and mail it off with a check for $19 to DOJ.Comment

In the above case, a DROS should have been submitted due to the serial number being changed. While registration is not required, this is a different case.
25. How do I handle the paperwork when a purchaser returns a defective firearm?
If a firearm is brought to you for service or repair, you may return it to the person who submitted it for repair without undergoing the DROS process. If the firearm must be replaced, a new DROS is required. There is an exemption from the one-handgun-per-month restriction for exchanged handguns.
