Stripped lowers shipped to dealer must include lock?

I just ordered some lowers from JD Machine in San Diego. The told me that DOJ has mandated that all stripped lowers that they ship to an FFL must be accompanied by a FSD. They said that this has something to do with local San Diego city ordinance. Anyone hear of this before?

It's not a big deal, but they are charging $5 per lock and I already have a bunch that I got from the local Sheriff for free. Somewhat annoying...

Funny...I'm in San Diego...and I work at a local shop...and I haven't heard diddly about any "city ordinance". JD Machine is going through some "issues" because of the Federal charges brought against the owner (word on the grapevine is they are undergoing change of ownership). At the Del Mar gun show they didn't even have any lowers for sale at their table...they only had uppers and accessories.

But this has always had to do with over-the-counter sales...not dealer to dealer. Not to mention what the hell DOJ is doing enforcing local ordinances?

I talked with them this morning and they said that they were now operating under a new FFL. They shipped the order I placed for lowers today. They're back....

I would imagine they are under a microscope...so they're taking everything they are "told" as gospel. I know when we ship firearms to another dealer, in CA or out of State, the only lock that goes with the gun is if it already has one with it.

It is actually state law.

12088.1. (a) All firearms sold or transferred in this state by a licensed firearms dealer, including private transfers through a dealer, and all firearms manufactured in this state, shall include or be accompanied by a firearms safety device that is listed on the Department of Justice's roster of approved firearms safety devices and that is identified as appropriate for that firearm by reference to either the manufacturer and model of the firearm, or to the physical characteristics of the firearm that match those listed on the roster for use with the device.

Ah...manufactured...that's why. Pretty funny though that a buyer can forgo the lock requirement by filling out a safe affadavit...you would think JD selling stripped lowers to a dealer would imply they are going to be stored properly.

If I were them, I'd offer to refund the money for the locks if you shipped them back...after all, it just says a lock should "accompany" the firearm...when they get to you, just ship them back for the refund.

Actually they do. I received their shipment today and they had a letter explaining this and offering to allow FFLs to ship the locks back at their cost. A classy way to do it IMO.
