    Single shot conversions in Cali by FFL07

    Please clarify my understanding. An FFL07 can legally import off roster handguns into California like the Rossi Ranch Hand or Glock gen4 and convert them to dimensionally compliant single shot pistols for resale/transfer to a non-exempt buyer in California. Correct?

    Correct.

    They can also import dimensionally-compliant off-roster revolvers and convert them to single-action for transfer to a non-exempt person.


    This assumes that the gun does not violate California AW or other laws.
    IE: Threaded barrel with a detachable magazine (after the buyer converts back to semi-auto) is still a no-go.

      I only asked this since someone I consider to be knowledgeable stated that importation of off roster handguns by an 07 with the intent to convert to single shot compliance and resell to non-exempt individuals was a a gray area.

        Any time someone talks about a "gray area" it's time to stop listening.

        There is legal, and there is illegal.
        Then there is "legal but not smart"... like open-carrying a 24" machete through the mall in a metropolitan area.

        That would not apply to an FFL since the BATFE and DOJ are up their butts on a regular basis.
        There are too many FFLs doing this for the last 6-12 months without any issues during audits (which stepped up BIGTIME 6 months ago) for it to be considered a "gray area".

        DOJ reps may indicate that it's a "gray area"... which is code for "We don't like it, but it's legal so we can't do anything about it"
