Yes, you can purchase one handgun from a dealer per month.
(9) (A) No person shall make an application to purchase more than
one pistol, revolver, or other firearm capable of being concealed
upon the person within any 30-day period.

This is for selling handguns...and it is really not enforced. You may only purchase 1 handgun every 30 days when doing dealer sales. If you are buying from a private party (PPT) you can buy as many as you can afford and there is no quantity/time restriction.I also just saw this,

This is not complete. If you are exempt from the 1 in 30 by having a C&R FFL and CA DOJ COE, then you can buy as many handguns as you want as a dealer sale. The CA PC specifically has this exemption and it is not limited to just C&R firearms.Kemasa.
