Delivery location other than licensed premesis?

I need a bit of clarification. To date, my understanding was that once a buyer has started DROS at your licensed premesis that they either have to return to your licensed premesis for delivery or the FFL can deliver the firearm to their place of employment or their home. I was told today by a well respected local FFL that the delivery location can be anywhere at all and the ATF "doesn't care" about where the firearm is delivered to the buyer. This would be convenient to be able to deliver firearms to my customers at my local range. Thoughts?

    Thanks.

The Gun Control Act requires you to make deliveries of firearms at your licensed premises. It allows you to consider a "gun show or event" in your State as an extension of your licensed premises.

The CFR defines "a gun show or event"...

Note that there is also an elaboration of what constitutes an "event" on the FFL newsletter November 2009

Does your event qualify as a Gun Show?
A Gun Show or other qualifying event is defined in
27 CFR 478.100(b) as a “gun show or an event is a
function sponsored by any national, State, or local
organization, devoted to the collection competitive use,
or other sporting use of firearms, or an organization or
association that sponsors functions devoted to the collection, competitive use, or other sporting use of firearms
      in the community.

If you can answer “yes” to both of the following questions,
your event does qualify as a gun show.
Is this event a function sponsored by any national, State,
      or local organization?
Is that organization devoted to the collection,
competitive use, or other sporting use of firearms, or
(as well) is it an organization or association that sponsors
functions devoted to the collection, competitive use, or
other sporting use of firearms in the community?

California law actually does allow "dealers" to deliver firearms at...

...the place of residence of, the fixed place of business of, or on private property owned or lawfully possessed by, the purchaser, transferee, or person being loaned the firearm.
So that might be why your well respected local FFL got confused. California allows it, but the Feds prohibit it. That hardly ever happens.

I was the "well-respected FFL" refered to and the locations I deliver firearms to are cowboy action shooting matches at various ranges in So Cal. The events are sponsored by the Single Action Shooting Society (a long-established national shooting organization) along with the parent club at the range (that would be the local organization). The shooting matches are devoted to the competitve and sporting uses of firearms so the locations I deliver to are legit per the law. Argee or not?

I would agree with your definition - I deliver firearms at any event my club has on the schedule - wither it be SASS, IDPA, USPSA, Skeet, 5 stand, Sporting Clays, Trap or Submachinegun.
