What is it? Why do we have it? How does it work?

If you are a dealer, and want to ship a firearm to a California dealer, you must create a user account for the CFLC (California Firearm Licensee Check). Once you have your logon ID, you can go to the web page, log on, and type in the first 3 and last five digits of the FFL you wish to ship to in CA. You must also indicate what type of firearm (handgun or long gun) and the number of respective firearm you are shipping. It then generates an "approval" number which must accompany the firearm when shipped. And yes, CA dealers, who ship to another CA dealer, must get an approval number.

In it's most basic sense, it is like the ATF "EZ Check" system. It lets the shipper know they are shipping to an active dealer and shows the mailing address of that dealer. It also gives the State a way to track the number and type of firearms shipped to CA dealers.

At this moment, there is no fee associated with creating a user account.

My opinion? It's just more State BS to give dealers another reason not to do business with CA FFLs.
