    LEO Dros Question

    Having another calgunner asking a great question that I have No answer to.
    He is stating he bought a handgun at another dealer same day release with dept. Letter. However no 4473 no Dros fee. Now I have heard of no 4473, this is not our store policy. But No Dros fee? Any advise on this is greatly appreciated.

    In CA, peace officers are only afforded a few extra perks above what non-LE individuals have. While they do have a Federal exemption from filling out a 4473 (I and those I know of have them fill out the 4473 anyway) when they produce letterhead, the DROS is something they must do. Now, if someone doesn't want to charge them for it...that's their business, and I'm sure they make up for it in some fashion. Cuz no matter what, CA is getting it's $25.

        If LEOs are except from filling out a 4473, how does the transaction get recorded?

        I can see a LEO filling it out and the letter attached to waive calling the DOJ, but not filling out anything? How is DROS handeled then? Do you photo copy the ID?

        (no argument here, just asking a question)

          Everything else is done...except the 4473. It's not really that difficult as the 4473 has always been a stand-alone Federal document. The State paperwork is the same (CA DL/ID, LE credentials, letter from department). DROS gets submitted and copies of everything are retained. Although I would have to have a seperate "LE" storage method...because all my records are indexed and stored according to 4473 number.

            If there's no 4473 - it has to be an agency letterhead purchase. Therefore - it gets bounded out to the agency.
