Cheapest FFL in sac area? and question?

I live in vacaville(95687) and looking basically for the cheapest FFL in the area. I was planning to order a mosin nagant 91/30 from buds, although its only 100$ so the thought of paying 75$+ to get a 100$ gun transferred kinda makes me feel ugh....

Also doing my reading it seems like the transfer is just some paperwork why do some FFL's charge so much for the transfer?

Any reason why you're buying a Mosin from Bud's and not waiting for them to go on sale at Big 5, or waiting for one in the classifieds here? Just wondering.
Or, you can wait a little more, get your 03 FFL for $30 and have the Mosin shipped right to your door.
