    How Do Some FFLs Get By...

    A customer was looking to do a PPT a ways away from our area and asked if I could recommend an FFL closer to the buyer. I called one guy in the area to see if he'd do a PPT on an OL rifle. He told me that PPTs were not required on long guns. Oh really, said I?

      He was right. Prior to 1991 all long guns could be purchased FTF. It sounds like he just woke up from a rumplestiltskin nap.

            Well, perhaps that is how he solved the problem of doing PPTs. I doubt that he would be responsible for the bad information, which means he can get away with it.

              A certain ffl in Vacaville basically told me the same thing. Well, he asked why I was there for a long gun, I might as well just give the guy my money and take the rifle home.

                    No doubt they're out there...they operate "off the grid" for the most part...kitchen table guys mostly I'm assuming. They may be confusing intrafamilial long gun transfers with dealer ones, or as has been suggested, they just don't keep up with the law.
