    Firearms purchase

    Ok guys, in October i moved to Ramona but i havent gotten a new I.D so it still has my old address. I went to the DMV and got a card stating my new address and i was wondering if this was legit to still purchase firearms with or do i need to get my actual I.D changed? Thanks.

    If it's the little white one, forgot the number of it, that they have you fill out at DMV and tell you to keep with you Drivers license, yes, I have purchased at least three guns this way. Last one was about four months or so ago.

      The DMV form number is DL 43. I've been carrying mine for a few years now.

        And you can still purchase firearms with that?

          Yes, at the shop I worked at we would make copies of the dmv issued card and fill them out if the license didn't match the 4473, and make copies of both even for a long gun. It is acceptable. Just make sure you can come up with residency proof that matches the dmv card if it's a handgun.

            The ATF says the change of address cards are not valid.

            You can buy any kind of gun with your valid ID/DL. If that address does not match, then you will need a government issued document showing the address on your 4473. Vehicle registration is usually the easiest, but a DMV printout will work too.

            For handguns, you need some sort of hard wired utility bill or a government issued document with an expiration date as well.

                Don't know about ATF, but CADOJ says it's OK.

                What documentation is acceptable to demonstrate proof of residency for handgun purchasers?


                Utility bill from within the past three months that bears on its face the individual's name and either of the following:
                The individual's current residential address as declared on the Dealer's Record of Sale (DROS) form

                or

                The individual's residential address as it appears on his or her California Driver License or California Identification Card, or change of address attachment thereto.

                  The local ATF agents are not accepting it. Plus the CA DOJ does not require your address match your 4473. That is a federal requirement.

                    Hmmm...Yes, I figured that was probably the case as your's is first hand dealer info. Interesting, so are these other shops are just dropping the ball or a case of ATF agents not on the same page???

                    I have purchased with that little form at literally 3 different Central Valley Dealers and they had no issues with it.

                      There is conflicting information coming from representatives of ATF. I have a letter pending with ATF (going on 13 weeks waiting for a response) to clarify the ability to use the "brown card" as alternate documentation for line 20b on the 4473.

                      As I've stated on a couple threads...I think it's taking so long because they can't find the legal authority to just ban a particular State-issued document by agency fiat. In other words, they have no authority to say we can't accept it because they don't like it.

                        i had used the change of address card to buy several firearms and hadent had an issue yet. I suppose i should get a new id just to make sure i dont have any issues in the future. Thanks for the information guys.

                          That is where my agent is from. Either she hasn't made it to them or she decided it wasn't an issue that day. Her boss told me I couldn't so I didn't argue with him.
