Intrafamilial transfers do not apply to siblings, only parents, children, grandparents, grandchildren, etc., so coming from your sister would not work. It also would not be a PPT since she is not a CA resident. If it was coming from a valid person in terms of the intrafamilal transfer, then it could processed as an exempt transaction.
Transfer of a handgun between residents of different states without going through a FFL is in violation of Federal law.
It also violates CA state law to receive a firearm without going through a FFL.Kemasa.
