Stripped AR Lower count toward my 1 in 30?

I just bought a stripped AR lower to start my first AR build. I was wondering since the lower can be used to build an AR pistol OR AR rifle, does it count as my one new handgun in 30 days?
Probably a stupid Question, but I couldn't find the answer via search.

It does not count toward your 1 in 30 restriction because it is not a handgun.

You should not build it into a handgun in California because the fact that you DROS'd it as a "long gun" might have tainted it. Even though the Federal Form 4473 recorded it as an "other" or frame, the California DROS system treated it as a "long gun". At this time the Calguns legal eagles strongly suggest that nobody build a handgun out of a stripped lower that was DROS'd as a "long gun".
