Buying handgun frame?

Is buying a bare/stripped handgun frame treated the same as a bare/stripped AR rifle lower?

Someone offered a pretty good deal on a complete semi-auto frame (trigger, mag release, etc) but without the barrel, slide, recoil parts...

The model is on the roster - Please advise...

Yes.

Handgun frames are not on the approved list and do not meet the single-shot pistol exemption for the approved list. So unless you are a exempt person (LEO) or recieving the handgun frames via PPT or intra-familial gift, the handgun frames will be DROS'd as "long guns".

Making a reciever/frame that was DROS'd as a "long gun" into a "handgun", can bring about a violation for making a SBR because the reciever/frame was transfered as a "long gun" and not a "handgun". It's debateable, but not recommended you push this issue, unless you have $$$$$ on hand for legal fees to fight an arrest for making a SBR.

I was more concerned with the "construction of a pistol issue".

Is it legal to DROS it with the upper components (slide, barrel, etc) - Just like buying an AR pistol lower?

The same catch 22 applies. The DOJ doesn't like off list stripped pistol frames to be sold because they are not necessarily single shot pistols. The ATF doesn't like rifle lowers to be built out as pistols because, in order for you to get them into your hands, they have to be DROSSed as a rifle lower. Selling the complete package disassembled doesn't help. In fact, then the dealer would be subject to excise tax. (...if they sell 50 or more kits.)

In order to be DROS'd as a handgun, the firearm needs to be complete and either on the approved list or be exempt from the approved list.

So if I trusted the out of state seller - I could send them the components required to complete the sidearm and then DROS it with an FFL here - Correct...?
