Need a little help with first purchase...

Hi guys, I am new to the forum, and am buying my first gun in California (but not my first gun ever).

I have dual residence in Oregon and California. My license is CA and my registration is to me and my wife's house in Oregon since she is on the reg too. I currently live here and work for the federal government.

The problem is the address on my license is our old place here in CA. I submitted a change of address request online to DMV and it was approved, but they don't ship updated address stickers anymore. To get a replacement DL, it said shipping is delayed 6 weeks because of a new type of license.

So far the big box place I bought it from hasn't been very knowledgeable about any of my options. Is there anything I can do short of waiting 6 weeks? The firearm in question is a 22LR AR. I have federal gov. pay stubs, retirement vouchers, etc., but nothing with a CA seal.

    Please help! Thanks.

    Welcome to CGN.

You have several choices. A long gun purchase only requires a current valid CA driver's license with the same address on it as you use on Line 2 on the Form 4473. If that address does not match your DL then you must provide another government issued document with your name and current address on it. In your case, your pay stub should* work. Also, for $5 the DMV will print a document that shows your new address.

*I say "should" because dealers can be inconsistant on what they believe is acceptable.

    Good luck.

Thank you Halifax. This $5 doc you speak of, is that the driving record print out?

For a long gun all you need is a "government issued document" with the address that matches your 4473. In this case, if you brought me your pay stub, since it is a government issued document, I would accept it.

I never thought of that. I have government issued pay stubs too!

Can't recall the exact name of the document, sorry. Just ask the DMV for a print out (NOT the brown card) that reflects your recent change of address.

Ok, thanks guys, looks like DMV it is. That's good to know about the paystub though, but I think the DMV form is safer, because they said the criteria was it had to have a CA seal on it.

Just for the record, I had a call out to the store about other forms of address verification and they called me back today and said their district manager did say indeed that the federal pay stub would be sufficient.

There is zero requirement that it have the CA seal on it. In fact, the requirement to prove your address when your 4473 address does not match your ID or DL address is a federal requirement. The feds could care less about a CA seal.

ATF has revenue ruling 80-21 on dual residences - it states while you are in CA, you are a CA resident. However, this is lost on many FFL's as it is somewhat obscure.
