    Change of address.

    I'm a relatively new to firearms sales and I've got a question regarding the change of address requirements when purchasing a firearm.

    I had two customers come in the other day to do a PPT of a handgun. Seller had current, valid, state issued ID. Buyer had a current HSC and,a current, valid state issued ID although, his address showed as a P.O. box.

    My question is: To correct the address on the ID(P.O. Box), is the buyer required to provide a CA issued document with a current physical address? or will any Government issued document work.

    I am aware that the 4473 states that it can be any government issued document but, is there anything state wise that requires the document to be issued by CA?

    He provided an out of state CCW which had his current physical address, his name, and an expiration date and insisted that it would suffice, however I was told that this would not suffice because it was not a CA issued document.

    He left and later returned with an 03 FFL and we were able to do the transfer.

    Correct... he will need some CA state or federally issued document that shows his current address on it.

    Easiest way is for him to bring in a Car registration or to have the DMV do a printout of his driving record that shows his physical address.

    CCW doesn't work unless it's a CA one

      No need to limit only to CA or Federal paperwork. The requirement is it must be issued by a "government agency". City, County, State, Federal, whatever will work. I have a lot of customers with P.O. boxes on their ID. Thankfully, most of them come from a part of town where the water utility is County owned, so a water bill from the County works nicely.

        Aren't there two differnt issues here: Federal Alternate Documentation and CA Proof of Residency (for handgun purchases)?

        ANY government-issued document with the buyer's name and physical address should work for the Alternate Documentation including an out-of-state CCW. I don't see that being acceptable for CA POR, however.

        The federally issued 03FFL would be fine for both though.

            It happened to me once, he did not even have utility bill. I asked for a bank statement, car registration. When inspected by DOJ I was okay. He is a repeat customer and I insisted he put some utility in his name. So now I get a bank statement, gas bill and car registration from him. Maybe overkill but its my license.

                  Understood, but it is overkill. On a handgun transaction all that's needed is license, HSC (or exemption), and auto registration. If the address on the license is not current, but the auto registration is, then the registration can serve double-duty as CA secondary POR and the supporting documentation for line 20b on the 4473.
