    Dros During an Address change

    I'm sorry if this has been posted before. I'm planning on doing a ppt this week, I also just put in for an address change, I was wondering how this will effect me when I'm asked about my current address. I have the paperwork showing I've put in for the address change plus some bills etc at this house. Will that be enough or will I need to wait until after the process has been completed? Thanks in advance for all answers.

    If your current address is not what is on your DL/ID, then you will need something from a government agency which has your current address on it. If you have the printout for your address change from the DMV, that would satisfy most FFLs. The "correct" proof of address from a government agency is somewhat loosely defined in Federal law, so one FFL may say what you have is ok, another may not. It's best to call the FFL you are going to use and ask them.

      I've used the stamped card they give you at the DMV when you do the address change. I'm not sure if just a printout would work.

        Are you a dealer or a consumer?

        I used to take the stamped cards until my ATF agent told me it was invalid. Now I only take the DMV printouts and not the address change card. All other government issued documents still work too.

        You know what, I need to ask if the new ALS from CA DFG is sufficient.

          I currently have a letter with ATF pending for a written response on the CA DL 43 (brown) card.

          The 4473 form simply states the valid ID must be "supplemented by another valid, government-issued document showing the transferee's residence address."

          I don't like the phrase, I didn't write it, and I comply with it best I can. There has been conflicting information given out, even by ATF field agents as to what's acceptable. I go by the simplest of definitions and if it's from a government agency, and it has your current address on it, then I accept it. I mean really, for all I know the buyer doesn't live where the "document" says they live either, the buyer is on the honor system anyway, I've no way to determine where you actually reside.

            Thanks for the answers everyone. I also started thinking. Since I still live part time at the old house what would happen if I do say my address is current?

              Unless you are buying a handgun, and needed to provide a secondary proof of residency, we, DOJ, and ATF would never know any different.

                  DOJ does not use the address to perform the background check. The license number is what identifies you. The address on the DROS can be anything, 1313 Mockingbird Ln, 1600 Pennsylvania Ave, 0000 Nostreet, as long as the zip code is a valid CA zip, it will not get kicked back. Obviously, if you have to provide secondary proof of residency, you would need a utility bill, or some other proof of current residency, so the address would have to match what's on your license, if your addresses do not match, you must provide something from a government agency which has your current address on it. That would satisfy both State and Federal proof of residency requirements.

                    Absolutely nothing. Your address does not matter for any type of firearm transaction. What matters is what you put on your 4473 and what is on your DL. That is it.

                    So if you put 1600 Pennsylvania Avenue, Taft, CA 93268, then that is your address. Now if your DL does not match that address, then you will need to provide a government issued document matching that address. If it does match, then you only need your DL.

                    If it is a handgun, then whether your DL address matches or not, you will need a utility bill or government issued document with expiration date or period of validity matching the 4473 address.

                    All of this address crap doesn't mean anything except to auditors. And since it matters to them, it matters to me, but only as far as I am required to stay in compliance and not knowingly help someone falsify a federal or state document.

                    My favorite is when the local PD SGT started a gun with his work address. I told him he needed proof of residency (before I realized he didn't for state handguns, but DL has to match). He left and came back from the DMV with vehicle registration with his name on it and the PD address. I think he knows someone at the DMV!

                        Sorry, considering where I was posting I should have been more specific. In that case I was the consumer. I asked here the last time I had trouble with a DROS and was directed to a post by one of our resident FFLs that indicated that what I did was good to go.
