Entirely legal for a private party from out of state to ship a gun to a CA FFL, and for the FFL to handle that as an interstate transfer.
It's true that such a transaction would not be a CA 'Private Party Transfer' (PPT) but not all transactions originating with private sellers need to be PPT.ARCHIVED Calguns Foundation Wiki here: http://web.archive.org/web/201908310...itle=Main_Page
Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!Comment
