Any FFLs get instructions on how to handle AB 962?

I bought two guns last night at Oaktree and one of the guys told me he hasn't even received any instructions on the procedures for AB962. seems like they aren't giving dealers much time to get ready.

The shop that I visit regularly said that they have not received any instructions. I asked the owner yesterday.

Or maybe they just won't give instructions and hope dealers will be afraid to sell ammo at all. Even if they sent it out on Monday, large chains like Walmart won't be able to gear up and train employees that fast. So there is going to be a period of time that ammo most likely will not be sold by those places on Feb 1.

I can't even get an answer from the Bureau of Firearms. There's nothing posted on their site. Also, they don't have any of the 2010 changes to the law that we're supposed to know.

I don't believe any information will be forthcoming...The law as written is unenforceable anyway...confusion, apprehension, fear-uncertainty-doubt...that's what they are counting on.

I called the DOJ and asked. I got shuffled around to a few different people who all said they had no idea. I finally got to a guy who said there would be no instructions forthcoming. He basically said read the law and figure it out for myself.

IIRC, in one of the AB962 lawsuits, it was mentioned that CADOJ said that they had no plans to promulgate any supporting regulations to deal with AB962.

Zip, nada, none. Although they are very good about sending faxes, mail and phone calls when we get a prohibited person.

Said it before, I'll say it again, this is another feel good, doesn't do jack legislation that will succeed only in allowing the legislature to appear they are saving the children, etc. Perception is reality with these guys and as long as they think they have created something they can claim did something in regards to gun control they are happy and maybe the sheep will elect them again.

Our problem is, with this on the books, some hotrod DA may decide to make a name for themselves and haul some ammo retailer into court for not keeping the correct records even though no guidance was provided by DOJ/BOF or AG. The only good thing about not having guidance is the retailer will have the opportunity to do what they can to make a "reasonable attempt at compliance".

I will likely come up with a simple form that will list name and address, id #, place for thumbprint and place for what was purchased. Keep it on a clipboard or in a binder. Seems like a "reasonable" attempt at compliance.

I have a feeling it will be like the large cap mag log. As long as you are maintaining one, you're covered.

As far as the online sales go, the damage has been done. The online vendors have already got plans to quit shipping.

I say unless all known retailers get a simultaneous procedure package from DOJ then every retailer should just keep selling ammo as usual. A law is useless if everyone refuses to comply with it!

Almost everyone ignores the speed limits on the freeways...yet CHP still singles out someone and cites them. They can't catch them all, but the ones they do pay dearly.
