    07 Application Process

    I'm in the process of doing all of the prerequisites to the 07 application. So far I have:

    1) Filed another DBA for my existing corporation

    2) Received city home occupancy permit

    3) Business license that says "valid for retail sale of firearms" Approved but PENDING receipt of FFL.

    The next step is to arrange for fingerprinting. I see that I need fingerprint form FBI FD-258FA to submit with the F5310.12 (Form 7). Here's my question - Is this the same as the LiveScan process that I did a few years ago for my current COE?

    I may have more questions as I go along with this.

    You need ink prints on the FFLC print cards, in duplicate.

      Thanks. I ordered all the correct forms from ATF. I spoke with the LiveScan girl at the local sheriff's office and she had no clue what I was talking about. I guess it was me...

        Did you get the forms from ATF yet. If you take the cards down to the Sheriffs office I would think they would know what to do. Every time I have done it I am waiting in line because there are lots of people doing them.

        Also you may be good to go, but I would not be surprised if ATF wants to see that you can not only sell guns but manufacture them as well as ammunition. My Business license does not say anything about what I do. It simply has my name and address. But I would be willing to bet that ATF checked to see if I could manufacture. Maybe not though. For 01 FFL your good to go with what you have for sure. And I am guessing you own your house. Otherwise they are going to want to speak with the owner.

          I didn't get the ATF forms yet, hence my dumb question. I ordered them today. My confusion stemmed from California's LiveScan process for taking fingerprints which I did for our other ridiculous DOJ requirement called the COE.

          I have been reloading for 35 years and have built many firearms so that is not going to be a problem. I do own the house.

            I was not saying you could not make guns and ammo. I was saying your city might not be excited about you doing it as a business out of your house. They can't stop you from doing it for personal use, but they could stop you from doing it for business. ATF does not care as long as your city will let you do it.

              We'll see, but the other residential 07 I know in town never had ATF check this with the city.

                You could be good to go. I am not trying to discourage you. I was just saying that it might be an issue and that if you can get it to say for manufacture instead of dealer then you would be good for sure. All you can do is give it a go and find out. If ATF has a problem with it then you go from there. Now, I was always under the impression that ATF will give you the license either way and then you must comply with all the local and state rules and regs within a certain amount of time after. If you know the other 07 in your town and he doesn't mind you asking questions, I would find out how he did it and do it like that.

                  He has been helping me out with the process. He was the first 07 in the area and it took him about 2 months to get approval from the city. I wrote a letter to the planning department and submitted it with my application. I outlined my intentions with the business and addressed the issues that might cause concern by city officials based upon advice from my 07 friend. I owe him a big favor for his help....

                    That worked out well. Sounds like it might be easier than what I had to go through and I am not in California. I had to get a zone change. I have an industrial piece of property but it had to be changed from light industrial to General industrial. That took 3 months. In a residential property, forget about it. Then I go down to get my business license and catch all kinds of flack from the building department. Ended up having the supervisor come out and insect my building. Turns out he is into reloading. Problem solved. Once you get your local stuff out of the way ATF is no problem.

                      I was approved by our local planning department. It took less than a week. I just need to get the business license, but they won't issue it until I receive the FFL. So the wait continues..

                        I received the fingerprint cards, application and supplemental forms today from BATFE. It only took about 4 days to receive them. I went over to the local police volunteer station in the mall to get the ink fingerprints. The guy manning the desk was a retired police officer and seemed very jovial. After the fingerprints were done we got to talking about his time in the navy and he asked what I needed the fingerprints for. I replied "for a Federal firearms license". His straight faced response was "after that event in Arizona this past weekend, you're now one of the bad guys". I just sort of stood there stunned at his comment. We finished up the process with minimal further conversation and I departed. Still shaking my head about this....

                        Oh wait, I forgot, this is California.
