For example: You purchase an AR type rifle from a manufacturer. Manufacturers will not make the rifle CA compliant (install bullet button), and you can't have it shipped into CA until it has a bullet button. So a niche market of "middleman" FFLs popped up who will receive your rifle outside CA, put the BB on, and ship to your local FFL inside CA.
