    A couple-o-Q's...

    Okay I've been watching from the sidelines about the 'shipping to the PRK' threads that have gone on all over the place. I just love it too when folks on Gunbroker et al have the legal disclaimer: "Sorry, no gun sales to the PRK."

    I've often wondered if the folks that pay to advertise realize that California is one of the largest states in the Union? My thoughts are that any businessperson who would post "no sales to California" really just shoots themselves in the foot? I no longer recall - and I'm too lazy to look it up, but isn't California the largest state in population?

    I digress. I'm registered now & got blessed with my CFLC Enrollment Confirmation!

    Q1: As I understand I have to go to this website every time I plan on shipping a firearm - and I get approval or non-approval. Correct?

    Q2: As I mostly deal with C&R type firearms do I need to go to this same website to ship let's say a m91/30 to a C&R licensee? Or is shipping a firearm to a 03 FFL exempt?

    Hopefully I didn't just start the dreaded 'newbie don't know how we roll in Cali' thread...

    You must get CFLC approval for each shipment to an 01/07 FFL.

    03 FFLs are exempt from this requirement if you are shipping a 50+ year old C&R rifle.

      Good to know! Funny how the C&R thing works, as if a C&R firearm can't really hurt you or be used to commit some type of crime??

        Just a side note, C&R handguns are exempt from the approved handguns roster, but in CA must be shipped to an 01/02/07 FFL. You can not ship a C&R handgun directly to an 03 C&R FFL.

          I've handled and shot plenty of "antique" firearms that will kill you just as dead as a Glock Gen 4...and those can be put in a gumball machine for sale.

            Lemme see if I understand how it works in the PRK: John Q. Public buys a 91/30 and sends his C&R to me (I am 01 FFL). I send the rifle to a 01 FFL of his choice, for the 01 FFL to transfer to him?

            How much does a typical 01 FFL charge a transfer to a 03 FFL?

            FWIW - I usually charge $15-$25 for a transfer. Those on my calling plan (my inner circle of people) get the lower fee - those on another plan get the higher fee. Usually my very closest friends get their transfers for free, they buy me coffee, lunch, or something symbolic.

            My definition of my closest friends = people that were already my friends before I got my FFL or people that will still be my friends when I won't have my FFL (I can count these people on one hand).

              A1: Since you are an 01 FFL, yes.

              A2: You cannot ship a firearm directly to an 03 FFL in CA. Whereas federal allows it, state law prevents an 03 FFL in CA from receiving a firearm. All firearm, handgun, long gun or other, shipments, C&R or not, from out of state must go to an in-state 01 FFL who is current with the CFLC system (thus the CFLC approval system). An 03 FFL in CA is nearly worthless as far as transfers go, about the only exception is if the 03 FFL is out of state and able to do a FTF transaction on a C&R long gun; otherwise just about all firearm transfers with a CA resident must go through a licensed CA dealer.

                This is entirely incorrect information. You may ship 50+ year old long guns that are C&R and not considered California assault weapons or destructive devices to FFL03 holders in California. This type of transaction is exempt from CFLC.

                You must ship any handguns, C&R or not, to an FFL01 holder for transfer to the FFL03.

                  Unless something has changed, I have received C&R rifles directly using my 03FFL in the past. However, 03FFLs are exempt from CFLC. Only get CFLC approval when shipping to an 01/07.
