    UPDATE: Question for FFL's

    I want to build another SKS. I've found several barrel/reciever combo's for sale. Most won't sell to CA. My local FFl (Rangemasters, San Luis Obispo, CA) said they can't transfer or accept this stuff. Is this FUD? Example: http://www.gunbroker.com/Auction/Vie...Item=205564382

    Found several of these. I could build one of these to meet 922r for less than I can buy one @ Big 5... so what's the deal on importing in this condition?

    The problem is that little feature on the end of the barrel...that would be the grenade launcher. It's a no-no in CA. Some just remove the stupid thing and attach a muzzle break to make it CA legal before shipping in. But some FFLs still won't touch them with a ten-foot pole...even with the muzzle break in place of the launcher.

      Would it be legal to have it shipped to a CA FFL & have them do the necessary mods before I take ownership of it? Kind of like having a bullet button installed on an AR-15 before selling it in CA... right?

        they aren't allowed to do this because they'd be technically importing a "evil gun". Basically it has to come into CA in a compliant manner and configuration.

        now it can be argued that who would ever know, but that's up to the FFL

          I've seen a few without the grenade launcher on them, but still won't ship to CA. And actually, the one I called my local FFL about did not have it either. They probably just didn't want to deal with the headache.

            OK.. this is getting annoying. Someone here on the board offered to sell me their CA approved Yugo SKS reciever & barrel. I call my local FFL (Range Masters, SLO) and explain it's already CA legal, that I knew it would have to be built to meet 922r compliance, and could they do the transfer.... nope!

            They said BATF & CaDOJ were really against the SKS stuff & that they came out with a hole bunch of rules making it very difficult to do anything w/ SKS stuff... yet somehow Big 5 puts ads out for the stuff. Anyway, the owner told me to call Atascadero Arms since the owner of that place had a Class III license. Is this all FUD concerning the Class III requirement & all the "new" rules? Is there anyway to bring Range Masters up to speed?

              You just gotta search around for an FFL that knows what's up...and wants the business.

                Complete FUD. If it was Class III, you certainly couldn't have it.

                So call Atascadero Arms and give them your money. If that doesn't work, drive over the hill to Taft and I will take care of you.

                  HA! I'll keep in touch! I actually stopped by Big 5 in Arroyo Grande (you know.. cause they sell those evil SKS's) and I noticed a sign that they do PPT's for $10... so I have a message into the manager to see if he can help me out too! It would be funny if Big 5 can handle it!

                    Just remember a PPT is not a transfer. You probably know this, but it bears repeating. A PPT is capped to $35 and they technically have to process them. A transfer has no cap and they can refuse service to anyone.

                    Hey if Big 5 will do the transfer, do it!

                      Isn't what I'm trying to do considered a Private Party Transfer? It should work then... right? Or am I missing something?

                      I haven't bought a whole lot of guns, and only from dealers, so I am not experienced in purchasing from a private party. If I'm not looking at this correctly, then please correct me.

                        its only a PPT transfer if both the buyer and seller are CA residents, who both go to the same FFT to do the transfer. If your seller is going to ship it to your FFL, then it isn't a PPT, and regular transfer fees apply, and the FFL can choose not to transfer it.
