    Out of state FFL selling to CA residents

    With the impending receipt of my FFL, I need to learn what all is necessary to sell firearms to CA residents. With regard to ARs, I know it must be an off-list lower however is there a digital list that I can cross-check (Ctrl-F) against before shipping? Same question regarding handguns. I'm aware of the roster however is there a digital form where I can hit Ctrl-F and make sure everything is kosher? What about this "special" clearance (CFLC?) that needs to be obtained from DOJ-BOF prior to shipping? Anything else I need to know?

    CFLC for certain. Any firearm sent into CA from a licensee must be OKed.

    The Roster of Handguns Certified for Sale
    is really more the CA dealer's problem since they are allowed to accept any non-AW firearm. They just can't sell it to regular Joes.

    Regular CA dealers are NOT allowed to accept AWs and should not be ordering from you.

    That's a start. I'll let others fill it out.

      The original list of banned-by-name weapons is in the law at PC 12276 and an expanded list, due to a court case known as Kasler, is in several other places: the Flowchart and at the Calguns Foundation Wiki here, for examples. This list is static.

      The handgun roster is a little tougher, because the state decided to make the list access by query rather than a downloadable list; in either case you would have to refresh your copy to include whatever changes they may make. If you search for 'all makes' you will get a list of all 1342 currently on the Roster.

      Be aware you can ship off-Roster handguns if the buyer is exempt from its provisions, principally LEO.

        Except for C&R long guns shipped to a 03 FFL. No CFLC required for these.

          Thanks guys. So it sounds like I need to run a query before shipping a handgun while AR lowers are easier (just make sure it isn't listed). In either case, a CFLC is needed and can be obtained online 24/7. Is there a link where I can query the roster DB?

            Post #2 has the link for the Roster. Again nothing prohibits a CA dealer from accepting a non-rostered handgun but make sure he is willing first.

              You can ship any handgun into CA that is not an assault weapon. So if a customer wants to order a gun not on the list, he can. However, unless that customer is law enforcement, they will not be able to DROS it once it arrives at the dealer.

              There are two ways to look at this. First, you can just charge a 15% restocking fee and ship the gun off, let the receiving dealer tell the ignorant customer they can't have it, then have the customer ship it back on their dime for a 15% loss to them and 15% gain to you.

              Or since you might not have a ton of handgun sales out this way, you might want to out of a courtesy to the customer look the handgun up on the list and send them a confirmation e-mail that they understand the handgun they want is not on the CA List of Handguns Approved for Sale and that they will only be able to DROS it if they are exempt (LEO). Confirm they understand this and that they agree to the 15% restocking fee should the handgun need to be returned.

              The second option would probably be the way to go.

                  What about locks? Are there CA-approved locks that have to be shipped with handguns going to CA?

                    It is up to the CA FFL to comply with the lock requirements.
