I haven't purchased a handgun in 3-4 years but I still have my Handgun Safety Certificate (it expired in '08 and I heard they were worthless anyway) that was issued back in '03. Just wondering what I should expect when I go to my local dealer to purchase a handgun.

Certainly - dealer is prohibited from delivering a handgun unless you have one or are exempt.
