Instate mail transfers of non-roster handguns

I live in Norcal and the non-roster object of desire in in Socal. Is it legal to use a ffl at each end and mail the handgun from the seller's ffl to the buyer's ffl. With all paperwork and fees completed and paid of course.
    Has anyone done this.

I've heard of FFL's doing PPTs like you are suggesting...IMHO they are very few and far between. Most adhere to the "PPT means both buyer and seller are present when the gun is transferred" school of thought.
