OAL and California requirements?

When using a flash hider to meet OAL requirements in California, does the Flash hider need to be pinned? I understand the Federal requirements, but I was under the impression that for OAL in California that it does not need to be. Is that correct?

No in California it does not have to be permanent. Pinning is only required to meet the federal length issues.
