Does an out of state FFL have to register with the DOJ when shipping to a -03 C&R Collector here in California?

The CFLC requirement only applies to firearms dealers, not C&R FFLs. A C&R FFL would not have a CFD number.
Also, only long guns can be shipped to a CA C&R FFL.
So, for a long gun, there is no registration required to ship to a C&R FFL.Kemasa.
