    Secondhand Dealers License?

It had not occurred to me I might need a Secondhand dealers license to acquire the occasional pistol or rifle from the general public wishing to sell said items. I did a bit of reading here and on the DOJ website and surprise, surprise . . . I'm more confused than when I started.

If a walk in want to sell me a pistol or rifle, what must I do to stay legal?

You need to have a secondhand dealer's license and fill out the online forms for such a transaction. I didn't have to deal with this in the sticks of Marin County, but Petaluma PD required me to register as a secondhand dealer when I set up shop there. I don't know why the discrepancy...

More information for the online stuff in the link below, but I think you have to start the process at your local PD.
