FFL transfer question

Im looking to purchase a ps90, I have a deal set up for a transfer to the FFL of just the upper receiver that has the serial number on it, the barrel is 16" and is legal. Is it legal for me to receiver the stock/lower receiver from the seller and add a bullet button, extend the stock to make it California compliant myself?
